A step-by-step guide to starting and growing a care co-operative

The Care Co-op Toolkit is a practical resource for communities, workers and organisations interested in establishing and growing care co-operatives in Australia.

Developed by the Business Council of Co-operatives and Mutuals (BCCM) through the Care Together Program, the toolkit provides clear guidance on how co-operatives can improve care delivery through shared ownership, strong governance and community leadership.

The toolkit explains what co-operatives and care co-operatives are, outlines the co-operative principles and walks through each stage of development – from early planning and feasibility through to establishment, operation and long-term growth.

It also includes real-world examples, regulatory guidance for aged care co-operatives and practical tools, resources and checklists to support implementation.

The Care Co-op Toolkit can be used as a step-by-step guide or a reference resource, depending on where you are in your co-operative journey.
